Steps to Reproduce Issue:
1. Create a group name called Room Admins (or anything you want) in the Domino
Directory.
2. Add a few people to the group.
3. Create a Resource Reservations database using the Resource Reservations (6)
template (Resrc60.ntf).
4. In the ACL, add the group name from Room Admins and select the role
[CreateResource].
5. As a member of the group, open the Resource Reservations database.
6. Select the Create Site button.
7. Type the desired site name. Example: Eastern Rooms
8. Select the Close button or the 'Save and Close' button. This error
occurs: "You need manager level access to this database for creating site
documents".
